Open question: add can a landlord someone else, which is electrical your dwelling?

my landlord would like to set the stable, which is electrical on my measuring instrument, but the stable is rented to someone else. The electrical is not enclosed in their rent and it pays me. But my water pump is on the electrical landlord and it says that it becomes even out (it paying for my water and me, which pay for the stable electrically)
